This question is difficult for English speakers. I think it is ambiguous. It can mean more than one thing, and it is not really clear what it means. What I think it means is that people of every background are considered to be responsible for expressing their ideas, and all ideas will be considered. What is implied is that if the person keeps quiet, his/her opinions cannot be considered.

It is not written clearly so there is no straightforward meaning. It is confusing. 写法写了不好以没有意思。
