'before 6 p.m. next Monday' means 'earlier than 6 p.m.'. How early? Is it 5 p.m. next Monday?
'by 6 p.m next Monday' means '6 p.m next Mondy' is included. So it should be any time to 5:59 p.m. next Monday?

If you're turning in a paper for school and the due date is next Monday before 6 p.m., that means you can turn it in anytime on Monday, but no later than 6 p.m. You can turn it in at 8 a.m. or 4 p.m. Basically, anytime as long as it's not after 6 p.m.
