What's meant by "would ever"? It means affirmation or negation

"Would ever" is used for a possibility at any time in one's life. It is affirmative. For example: Forty dollars is the most I would ever spend for a pair of sneakers. (I would never spend more than $40.) Would you ever walk naked down the street? No, I wouldn't!
