What does "dressings and toppings" mean in this context? Now this is a proper looking MINI. Those front rally lights scream The Italian Job, while the custom side scuttles and chrome exhaust tips add subtle yet stylish appeal. It’s got all the dressings and toppings with no expense spared.

Yes, they are comparing the car to a cake or to ice cream. The dressings and toppings are the little things they sprinkle on the ice cream (hundreds and thousands, chocolate chips, cherries...)

It means the car has extra nice things added to it. That is something you might say about food but they have used it here to describe the special details they have added to the car. Hope that helps.
