My answers are
1 In English grammer you have SVO rule where you can guess what is O because O always comes just after V.
But, in Japanese we can change the order of words for the same meaning. OSV is acceptable.
So, to point what is O we need を
2 Precisely, particle を should not be ommited. But, in daily conversation we omit を, especially young Japanese ignore this を.
3 Using を and omittig を doesnt make any different. But, in formal document, formal intervew, business scene, we usually use をto be formal.
