what are the differences between "joli" "belle" "beau" ? Do they all follow the same using rules?

Joli is mostly used for objects: Cette robe est jolie. Cette boîte est jolie. For people, it’s rather used in the feminin form “cette jeune fille est jolie” . You wouldn’t say “ce jeune homme est joli”

Les mots, "belle" et "beau" (beautiful/美麗), sont du même adjectif (il se sert DEVANT le substantif), sauf que l'on utilise "belle" au féminin singulier et "beau" au masculin singulier. Il y a aussi «bel», qui sert au cas devant un mot masculin commençant par une voyelle ou un h muet. "joli(e)" (pretty, lovely/漂亮、可人) veut dire plus de "mignon(e)", et on l'utilise aussi DEVANT le substantif. Références:
