1) Keane was aware of the irony, it was not a surprise to him. 2) Transmogrification is change of one thing into another in a spiritual, mysterious, magical way. The culture and shape of the city is represented in an unreal way that illustrates the way it has been abused. In other words, the way the painting looks in the picture is a magical transformation of the way the city appears in a photograph and that the transformation shows the nature of the city in a new way that shows the deeper way.
