I agree with Nick and Chris. It can also mean to persuade someone to do something. "I wanted to take a trip to New York but I didn't want to go alone. So I pitched the idea to my friends and they decided to go with me."

If you "pitch" a product, you try to convince people to buy it. Your "pitch" is what you say to try to convince people to buy your product. If you "make a pitch", you do the routine that you usually do to try to convince people to buy your product.

"Making a pitch" means that the person is presenting a business idea to a group of executives or investors with the hope that they will come on board with you. Many different methods similar to TV commercials are employed in making a pitch. In this context, one of the ways that this person is making a pitch is to "cry like a baby" to evoke emotion from his audience.
