Is this a correct message?
Someone has just sent me this message and I feel it is full of mistakes or is it correct?
The message:
"Let me explain two things to you... Okay you can only call dude people you know or people that friends of your but never call someone who you don't or a stranger dude because they'll get so mad.."

You are right - it is full of mistakes. You can understand what the writer is trying to say, but their English is not very good.
Is this person claiming to be a native English speaker? If so, they are lying.

No. This is though: Let me explain two things to you. Okay, you can only call people you know or people that are friends of yours “dude.” But never call someone whom you don’t know or a stranger “dude” because he/she will get really mad.
