Here we go
"Jon saw a fat man, red-faced under his beard, sweating through his silks. He walked like a man half in his cups."
What does it mean "He walked like a man half in his cups" ?

It means half drunk. When you say or hear someone use the term "in your/his/her cups, that means they are drinking alcohol/whiskey.

Half in his cups means half drunk.
If he was walking "half in his cups", he must have been walking half-drunk. Tottering or staggering a little, perhaps, like someone who has drunk too much.
