How to say on Korean congrats on winning
Hey, how can I congratulate my friend who won the silver medal in sports.
I would like to send a voice note saying: "congratulations on winning the silver medal. I knew you would make it. You are the best~~" something like this to make it personal.
Thank you very much :)

You can say something like:
(for a close friend you don't use the honorifics with)
(more polite form to use if you are not very close with them)
(shorter example)
