This saying has been used in the advertising of Heathrow Express trains which only take 15 minutes. Warhol said that, in life, every person has their 15 minutes of fame. After reading the article I don't see a connection to that quote. The train company is simply saying that the train runs every 15 minutes. I hope this helps.
