You shouldn't use the word, "going". The word "coming" would be more suitable. For example, "Is the food coming?" From my own experience, I would say to the waitress, "Excuse me. I have been waiting for 15 minutes. Is there a problem with my order?". Or "Excuse me. I have been waiting for _____ minutes. Will my order be ready soon?".
