I think that's a Korean transliteration of the English rhyme "eeny meeny miney mo". We tend to use it to make choices "randomly" when we're children (at least in America). The entire song is "Eeny meeny miney mo, catch a tiger by the toe, if it hollers let it go, eeny meeny miney mo" and while you're singing you point to each thing in turn and what you land on you receive.
