"Educational offerings" refer to a couple of different things, and possibly more. At it's most basic level, it refers to classes offered by the school or organization. Chemistry 101, Mandarin 550, and Psychology 3A would all be "educational offerings".
"Educational offerings" also refer to special programs or degrees, in addition to the courses. For instance, a university might offer some courses in International Business, but not enough for a degree in International Business. A different university, however, might offer many more International Business classes, maybe business courses in other countries, leading to a degree in International Business. This, then (the International Business program) would be an "educational offering" of the second university.
(There are other 'educational offerings' that are not commonly thought of: for instance, access to low-income students, or ESL programs).
