Both these examples are wordy. The best sentence is, "The loan currently proposed by Citibank is lower than any loan limit received from HSBC." The words "still" and "ever" are superfluous.

I would say “The loan being proposed by Citibank is still lower than any loan limit they received from HSBC.”

I understand it but it has several mistakes. I would reword it this way: "The loan which is currently being proposed at Citibank is still lower than any loan limit they ever received from HSBC."
