The word 'wired' in this sense is talking about our inherited or genetic roots. It's something that it's basically out of someones control as they are born with certain tendencies, abilities, or skills
You could say:
"This is Albert Einsteins daughter. She was wired to be an extreme intellect"

Genetically wired means how our genes are programmed/created/built to be a certain way. When you put electricity in a house, or add a sound system to your living room, you 'wire' the electronics so everything works. The same word 'wired' can be used in the context of our minds/bodies. Our brain is 'wired' to enjoy the taste of sugar/sweets. In your sentence, we are 'wired' to find certain characteristics more attractive than others.
