I agree with Simon. I think of surfing as browsing around randomly. If I was at a specific site, shopping or paying a bill, for example, I would not call that surfing.

To me it doesn't mean quite the same thing. Surfing implies going around the internet looking at stuff, maybe a bit of shopping, a bit of youtube, searching for interesting things etc. To me using the internet is less random, I use the internet for specific things. Others may differ.
