"Whether" and "if" are equal in such contexts. So, yes, it'll do fine. But if you were thinking of not pupping anything instead, then no, either "if" or "whether" must be there anyway.

If you remove "whether", you must substitute "if" It is not clear if the shirt is too big or too small You have two choices - big or small so you need either "whether" or "if".
