milý is nice,roztomilý is adorable

It's better to put it this way - mily is much closer to kind than to nice in this case and roztomily is cute or adorable.

Milý je někdo, koho máte rádi a je vám s ním dobře. Roztomilý by se řeklo třeba o malém dítěti (ve smyslu hezký).

Milý = he´s a good/nice person,
Roztomilý = he looks nice = cute/adorable
