What does it mean ''toss out to you'' in this sentence?

Okay, this is a bit complicated.
"toss out" means to throw something away or to discard it.
People then started using "toss out" to refer to speech. So that to toss something out was to say something without really giving it much thought.
This evolved further into people saying "I just tossed out an idea" - which means to say something for other people to consider without worrying too much about what you've said.
