Hello Amy,
In this context it is figurative and means 'baffled, perplexed ,puzzled or confused by something.
Other examples :
"This problem has me completely stuck."
"I'm stuck on this question about the comparison study."

When you're stuck, you can't move or make progress.
For your example, a lack of information is preventing you from moving forward, so you say "I'm stuck."
