When I see "listen, cease and desist", it looks like a list of 3 things to do. Perhaps "Listen: cease and desist.." or "Listen! Cease and desist..."?

No. 1. "Cease and desist" needs an action to make sense: " Listen, cease and desist touching this dirty money." " Listen, cease and desist collecting this dirty money." " Listen, cease and desist using this dirty money." 2."Cease and desist" is an archaic phrase used only in legal documents. In all likelyhood, the much simpler "stop" is a better word choice.
