Hello Ming,
I'm learning French = J'apprends le français.
I'm learning French = Je suis en train d'apprendre le français. (The progressive form "être en train de + verb" is used to insist on the fact that you are doing something right now. It corresponds to the English progressive form "to be + verb + ing".)
