I would imagine that somewhere along the lines a word was left out, or maybe it was just left out by the speaker. In meaning, it's probably more like "It won't be soon, but before long..." This means that something is going to happen. Not soon, but not a long time either. The terms are nonspecific in this case and considered relative to the topic.
