and means plural because you add more than one
so
Mary and Tom are going to....
my wife and I are going to......

In both cases you have two people, so use "are" for the plural.

As the subjects of these sentences are 2 people, you must use prular verb are.
if it was or instead of l, u must use a verb according to the last noun.
