“Les petits ruisseaux font les grandes rivières.”
That literally means “Little streams make big rivers.”
It’s a proverb. What it means is that great things can come from small beginnings. There is a proverb with a similar meaning in English and it goes “Tall oaks from little acorns grow” (also meaning that great things or successes usually start with something very small).
