You say "to have a celebration"
Example; We are a having a celebration for my friend because it is her 40th birthday

Yes, it's "have" a celebration. "Celebration" is a noun(a thing), and you cannot "do" things, you "do actions"; you "make things". In this example, we use have - meaning something like "create and experience".
