They are the same thing. (I'm pretty sure)
Cutting in half is cutting evenly into two pieces. For example, if you have a whole apple and you only want half of it, you would cut the apple down the core to make two pieces.
Cutting in halves is just cutting things into two. (Same as cutting in half)
