The robot in the figure has a front segment and a rear segment. "Segment" here means a piece, or an assembly of the robot that has a pair of legs. The segments are connected with a hinge that allows the robot to climb - the front segment will bend up to start climbing a pole while the rear segment is still horizontal and on the ground. The "single body degree of freedom" is that hinge with a motor that allows the two segments to move relative to each other.
