maybe another obscure administrative term... ^^ or could it be 지찰? doesnt seem so, and might not make more sense. 그냥... 봐서... ;-)

1) "외국 시찰" still doesn't make sense, but I think it's referring to "study abroad".
2) I think it depends but in my opinion you'd better add it to the field.^^
