In my opinion, this depends on level of the crime. If a teenager commits a really terrible crime, they should be punished despite their age. On the other hand, if the crime committed is less serious, then they should just receive a warning.

Your last sentence, “However, In many countries we have differnt limit of teenagers”, I don’t quite understand what you mean. Do you mean that different countries have a different idea of what constitutes a teenager?
