Competence = a person's skill
"He has a high level of competence using specialised software"
Competency = required skill, qualification or standard (usually in a professional context)
"One of the core competencies required for this position is the ability to use specialised software"

Competence means an individual's capacity to perform job responsibilities while Competency focuses on the capabilities to apply oo to use a set of knowledge and skills to required to perform successfully.

"Competence" refers to an individual's capacity to perform job responsibilities (skill-based). "Competency", on the other hand, focuses on an individual's actual performance in a particular situation (behaviour-based).
