In this case, it seems to me like "言っている" is omitted from the sentence.
Mr. Yamamoto says (or said) that he commutes...........
What is omitted can be " I hear", "people say" or He says.... depending on the situation.

と言いました Is simply marking the sentence before that it was said by someone. So no、 って does not stand for と言いました
