How to use "as to" correctly? Does "as to" mean "about"? For example in a below sentence, can I use both of them? He was uncertain as to (about) which way he should go. Most people are unaware as to (about) what might happen if they continue littering. Thank you!

Yes, in those sentences, you can use them interchangeably. (Not both together.)
