Are these OK? Or, what do you say? There have been waterfloods after heavy rain. There have been water floods after heavy rain.

There have been floods. Floods are assumed to be of water unless an alternative (tears, sewage, sympathy) is specified. Waterflood might be a name, otherwise it isn't a word at all.
