It means they need to do everything quickly to fit it all in. So it means they need to hurry, not 'drag their feet' (it is not a comparative; it doesn't mean 'faster', just 'fast').

It means "We have no time to sqander". It also means the same as the sentence that follows: "We should not dawdle." He says the same thing twice.
