Primarily the personal one, but the second one is also possible.

This is a complicated answer because both can be used depending on context. If someone was talking about themselves it would be more likely that "personal perspective" would be used. If they were talking about others it would be more likely that " individual perspective" was used, but the answer I just gave is not true 100% of the time, so again the answer is complicated haha.

My thoughts are...
My personal perspective is that there is not much difference between them.
My personal perspective is not always going to be an individual one. Other people may have the same perspective (same view about this topic).
