Does "I got you" from the audio clip mean I understand or I'll support you? Two police talking before raid.

Hard to tell for certain without seeing what's happening, but you're right- "I got you" means both "I understand" and "I'll support you." In this example, I suspect the latter fits better since the speaker said "Understood" right before "I got you."
