You don't need the word 'up' twice. We would normally say 'Turn the radio up".
For the opposite, "Turn the radio down".

You can say: "turn the radio down to the lowest volume".

Turn up the radio to its highest/maximum volume. (Not ‘full’)
Turn down the radio.
Turn the radio way down.
Turn the radio down to 1. (E.g if there is a numerical scale)
