and do they mean picture or painting?

Whether in spoken Chinese or in articles, people use ‘一副画’ to describe a painting more often. But actually,I believe there is no difference between them. They are both used to describe a painting.
And what is the difference between pictures and paintings in English ? Pictures are referred to photos more often in English?🧐
