Hi Mohammad,
I would probably say help the poor in my neighborhood. Home is a general term for where you live, not the physical house.
You have used "If I've got" - present simple, so it is something you normally do, so the second part needs to be present simple too.
The second sentence is fine, the conditional - imagining the situation. Just say "I had" - it sounds better.
