More than half of the residents around here put the mayor's actions down to the deterioration of public security, due in part to the influence of a series of scandals in which he has frequently taken bribes from a bunch of gangs.
This reads correctly, but I wonder if you mean it the other way around? If the mayor's actions caused the deterioration of public security, then it would be "The residents put the deterioration of public security down to the mayor's actions".
