When asked the following question, how should I respond when I want to say '8'?
'On a scale of 1 to 10, how much do you like it?'
Is it correct to say 'I am at 8'?"

You can just say "Eight." Or it's common to say "I'd give it an eight."
We use "at" when talking about a scale that goes up (or down). For example if someone asked what language level a person has. It's common to say "What level are you at?" and the reply often uses "I'm at..."
