Minister of sport of Russia Russia's sports minister was said it on at some conference. Please, somebody, tell me what is right variant it means?!
<em>He is saying to everyone that he is expressing his emotions on the matter. Some decisions are based on logic, and some are based on feelings. He is favoring his feelings.</em>

As far as I know, it's possible to say so. There's one more varient: "from the bottom of my heart" (but the first one seems to be more appropriate for the case given above).
