I practice - means you currently do it.  Example: I practice English in the afternoon.

I was practicing - (past progressive) means you were practicing in the past.  Example: I was practing English when I was interrupted.
I practiced - (simple past) another past tense declaration.  Example: I practiced English before eating dinner.
