haha did you find this on youtube? Yes, it is to mock 'serious business'. It is slang way to say this. A funny video where a youtuber uses this term alot is @: http://www.youtube.com/watch?v=T-Dhx4NrP98 It is just making a funny situation out of boring/serious situation. Just making fin of it really.
