讨论means that participants maybe still haven't any consensus or even direction. So they need to discuss. 商量 is different form 讨论 . participants' attitude is more harmonious. At the same time, it seems that they will probably work out solutions.

讨论 focuses on the results, and 商量 focused on the process. 商量侧重于结果，讨论侧重于过程。
