What does be hard of hearing mean? I should explain that he finds it very difficult to follow your conversation because he is very hard of hearing? Does 'he is hard of hearing' mean he has some problems with his sense of hearing? Thank you!

it means he has problems being deaf. so he pretends to hear and tries real HARD of hearing, to fit into dominant culture. the proper term is 'hard of deaf'. The problem is hearing culture expects him to speak their language and they wont learn sign language. the difficulty isnt following conversation, its trying climb a tree when he is a fish.
