Both can be translated as "you can eat/have it" in English but
"먹어도 돼요" has a sense of "you've got permission to eat it" or "it's in good condition to eat, meaning it hasn't spoiled yet".
Whereas "먹으면 돼요" indicates that you can eat it because you failed to get others for some reasons. In this case, you've got an alternative.
